Currently, when opening the editor, it defaults to editing CSS scoped to the current page. However, in most cases, I (and likely many others) prefer to work with site-wide CSS rather than page-specific styles. It would greatly improve the user experience if there were an option to set the default scope to "site" instead of "page".
